Overview Ministry of Heritage and Tourism

The Ministry of Heritage and Culture was established by the issuance of Royal Decree number 12/76, on 10th Raby’ al-Thaany 1396 AH / 10th April 1976. On 25th Jumaada al-Thaany 1399 AH / 22nd May 1979, the cultural Jurisdiction of the Ministry of Information and Culture was transferred to the Ministry of National Heritage and Culture. On 2nd Thw al-Hijjah 1422 AH / 14th February 2002 , Royal Decree number 10/2002 was issued stipulated changing the title of the Ministry into be the Ministry of Heritage and Culture. A further Royal Decree was issued on 17th Muharram 1426 AH / 26th February 2005 identifying the jurisdiction and approving the new organizational structure of the Ministry of Heritage and Culture.

Vision

The Ministry’s vision is to develop culture and heritage and to reinforce the enrichment and diversity of these two arenas. The Ministry looks forward to introducing itself as one of the pioneering official institutions that seek to preserve the cultural heritage of Oman’s society across all categories locally, regionally and internationally. It also aspires to contribute in preserving and developing national wealth as well as in promoting a sense of pride and belonging among Omani citizens. One of the Ministry’s objectives is to support the feeling of pride towards local artistic works produced from the skill and mastery of practitioners and to promote Oman’s cultural production in all areas of knowledge.

The Ministry looks forward to making the Sultanate of Oman a distinct cultural interface with an ability to communicate with other cultures around the world by building cultural bridges. The Ministry, since its early beginnings in the fields of heritage and culture, has defined its objectives to preserve the genuine identity of Oman and to protect the correlation of its structure. Thus, Oman’s identity has become an imprint distinguishes the Omani citizen.

Goals


The Ministry of Heritage and Culture aims at:

  • Preserving and maintaining archaeological sites, museums and historical buildings,
  • Collecting and archiving relevant documents and records,
  • Enhancing traditional arts and folklores as an essential element in the Omani heritage,
  • Promoting theatre, music, cinema and fine arts,
  • Boosting national participation in the development of Oman’s culture,
  • Encouraging intellectual production and holding cultural exhibitions and festivals locally, regionally and internationally in order to enhance cultural communication with other countries,
  • And coordinating with Arab, regional and international authorities and organizations with similar interests.
  • Representing the Sultanate at local, regional and international conferences, symposia and meetings in relevant areas.

Objectives

  • Discovering and restoring archaeological sites and finds, as well as supervising archaeological expeditions.
  • Enforcing relevant laws to protect archaeological materials.
  • Listing, restoring, preserving and using historical castles, forts and buildings to emphasize their significance in the cultural history of Oman.
  • Establishing historic museums that showcase the past of Oman’s civilization and its cultural role throughout history.
  • Searching for old Omani manuscripts in all areas of knowledge, such as religion, science, medicine and biography, and collecting, categorizing and displaying them in public libraries.
  • Preserving elements of Oman’s heritage to protect them from loss or damage since they are considered as a cultural inheritance that can be used to serve the national economy in general and the tourism sector in particular.
  • Activating and enhancing the participation of the private sector in maintaining cultural heritage so that it can be utilized in developing the economy of the country without affecting its essence and historical value.
  • Revitalizing traditional arts and improving the arts of drama, music, cinema and fine arts in accordance with Omani traditions and in a way that raises the cultural awareness of Omanis.
  • Emphasizing the role of citizens in the cultural development of the country, and empowering them to practice cultural activities through establishing private cultural institutions which are supervised by the Ministry.
  • Improving artistic, literary and intellectual production in Oman in terms of quality and quantity.
  • Developing plans and programs that aim to support and encourage creative production by providing training, guidance and publishing opportunities.
  • enhancing the importance of writing books by encouraging writers and publishing their works.
  • Publishing materials that focus on the theme of culture and heritage in order to raise awareness among people.
  • Censoring artworks and enforcing laws related to respecting public morals and beliefs in society, which is carried out in coordination with other relevant parties.
  • Supervising the protection of intellectual property in the Sultanate in coordination with other relevant authorities.
  • Organizing cultural exhibitions and festivals at local, regional and international levels so as to contribute to cultural communication with other countries.
  • Conducting and translating research and specialized studies in the fields of history, culture and heritage.
  • Liaising with Arab, regional and international authorities and organizations with similar interests.
  • Representing the Sultanate at local, regional and international conferences, symposia and meetings in relevant areas.
