A nursery is a specialized organisation that falls under the supervision of the Ministry of Social Development. It provides educational services to children between the ages of 6 months and 3 ½ years. Specific nurseries are established and administered by the government. Private nurseries are established and/or administered by Omani individuals, groups, or organisations. Community nurseries are those established and administered by non-Omani communities’ residents in the Sultanate.

Steps to follow to request the service
A. Process Steps:
Submit an application to the concerned Directorate requesting to establish a nursery. The application must be attached to Form 1.
The concerned Directorate reviews the application, if all requirements in Clause (3) are met; the applicant is issued a no objection certificate valid for three months.
After initial approval (item above) is received, the applicant must apply for the approval of the Ministry of Commerce and Industry for the proposed name of the establishment.
When the approval from the Minister is received, the nursery must be registered in the Commercial Registry at the Ministry of Commerce and Industry.
The owner of the nursery must forward a list with the names and qualifications of all candidates of employment in the nursery for approval before processing documentation with labour and immigration. departments. The Directorate has the right to withhold approval of one or more employees if warranted.
Unless the owner intends to manage the nursery, a director must be employed, upon approval of the Directorate. The director is considered the official representative of the nursery to the concerned directorate and any other organisation. Appropriate Ministries must be informed of any changes to the director and his/her residence and address.
The owner must deposit not less than 200 Omani Rials and no more than 500 Omani Rials as set by the Directorate. The amount could be in the form of a bank draft and is considered insurance.
Periodic medical supervision of the children is mandatory. If the number of children is more than 100, a resident medical professional must be employed and first aid equipment must be available at all times to treat minor emergency cases.

Applicant cannot have been fired from any establishment within the last two years.
Must possess at least a high school certificate proving graduation status. An exemption can be approved if the applicant is of a certain cultural standard and conditions warrant the exemption.

The applicant is notified of the receipt of the application in a period no more than three month of the date of application and applicant is notified by phone.
